The efficacy of efficiency

Trailing shafts; paying ships that save fuel; and even designing new powerplants are some of the things the Navy is doing to make the fleet more efficient before the price of oil rises again. But as we report in this week’s issue, creating a culture of efficiency is tough because every culture is tough to change.
