The Continental U.S. Cost of Living Allowance, or ConUS COLA, is a taxable supplemental allowance designed to help offset higher prices in high-cost locations in the continental U.S. that exceed the costs in an average location by 8 percent or more. This year, more than 25,000 service members in almost 50 cities and counties qualify for the monthly payment.

Dislocation allowance is meant to partially reimburse troops for costs incurred in relocating a household on a permanent change-of-station move or incident to an evacuation. It can be paid in advance.
